On his second day at the Summit of the Americas, Obama met with the Union of South American Nations and took a step towards reconciling U.S.-Venezuelan relations by politely greeting President Hugo Chavez with a handshake. The act motivated Chavez to designate a candidate for the ambassador to the United States.
