[OP-ED] How Hillary Will Break Barriers For African American Financial Health

Clinton understands that all families need a strong financial foundation to achieve their dreams—and she wants to help them build it

In America today, we have a racial wealth gap—really more like a wealth gulf, when it comes to African Americans. The typical African American family only has eight cents of wealth for every dollar a white family has. From 2010 to 2013, the net worth of white families remained essentially flat—while African American families’ fell by 34%. The typical white family has easy access to savings worth more than a month’s income—but the typical African American family has only five days’ worth of liquid savings. Families try to save, but it’s not easy—wages of African American households are only two-thirds of the national average.

This wealth gap is holding African American families back.  A missed paycheck, an unexpected surgery, or a busted car transmission can become a financial emergency.  Parents have less to invest in their children’s future.

Hillary Clinton understands that all families need a strong financial foundation to achieve their dreams—and she wants to help them build it.  That’s why her agenda includes proposals that will go beyond creating good-paying jobs and raising wages to knock down barriers holding hardworking African American families back from growing their wealth.

First, remove barriers to sustainable homeownership. Buying a home is about more than having a place to live—it’s about building wealth, as families build equity in their home one mortgage payment at a time. Home ownership also lets families put down roots in a community with good jobs and great schools.  But while 72% of white households own homes, only 42% of black households do.

Hillary wants every family to have a fair shot at homeownership. But for many African-American families, saving enough for a down payment is virtually impossible. To bring it within reach, Hillary wants to provide families with down payment assistance, supporting local initiatives to match up to $10,000 in savings for low-income families.  Hillary will also increase funding for quality housing counseling programs, to help potential buyers navigate the dizzying array of credit and lending rules. And she will reduce unnecessary barriers to lending and crack down on abuse and discrimination in the mortgage market.

Second, make it easier to save for retirement, regardless of your job. For the one-third of American workers who don’t have access to employer-sponsored 401(k)s, Individual Retirement Accounts (IRAs) can be the best vehicle for building retirement savings. But setting up IRAs can be time-consuming and overly complicated. As a result, a shockingly low 10% of workers without an employer-sponsored account actually set up IRAs.

Hillary wants employees without access to employer-sponsored 401(k)s to be automatically enrolled in IRAs unless they opt out, allowing all workers—no matter their employer or job—to save effectively and efficiently. This idea isn’t new—it’s called an “auto-IRA,” and President Obama has been calling for it for years.  States like California, Illinois, and Oregon have already created auto-IRA programs, allowing tens of millions of Americans to save for retirement. Hillary wants to get it done nationally.

Third, make it easier for retirement savings to move with you. Most Americans, especially younger ones, no longer stay at the same job for their whole career.  And if they store their savings in an employer-sponsored account, it can be difficult to move when switching employers. And if there’s not that much money in the account, some of the savings can get lost in the transition. This is especially a problem for African American workers, because the typical middle-age black worker has less money in their 401(k) than a young white worker.

President Obama has already taken an important step. He created myRA, a startup fund that allows workers to save even as they switch jobs. Hillary believes we need to look for other innovative solutions as well. One idea would make it easy for Americans with less than $5,000 in their 401(k)s to roll that money into an account with their new employer.  “Auto portability” could help millions of Americans every year save money when they get a new job. And by the time they retire, their savings will all be in one account—not tied up in four or five different places.

There’s nothing more important to a family’s long-term financial health than building up assets and wealth. But our country’s current savings system has too many barriers that disproportionately hold African American families back. These are just a few of the ways Hillary plans to break down those barriers. And she will deliver.

    I really hope she comes through on those things and the rest of the things she plans to do. I personally don’t trust her and believe she’s saying what she thinks black people want to hear and to her credit its working. I think she will pivot after she’s named democratic candidate because her campaign knows she can’t win the presidency with just the black vote.

        Wait what? Who said I was voting for her? I guess since you saw I was black you assumed I was voting for her. But for the record that’s why you’re suppose to vote. For the person who promises you the most and then you hold them accountable. You clearly don’t know how politics work.

          since 93% of blacks vote Dem regardless of who’s running, Roberts assumption was valid. And, you don’t just vote for someone who just promises you the most stuff. You have to take into account whether their promises are believable. Hillary’s trustworthiness poll numbers are pretty bad. But Robert is correct, you’ll pull the “D” lever regardless…

            The assumption was wrong either way. And I’m still lost as to how you know I’d pull the “D” lever as you say. Especially considering the only time I haven’t voted republic was in 2012 when I voted for Gary Johnson a libertarian canditate. But I don’t care to have dialogue with people who just make assumptions and don’t care to get facts before forming opinions, it’s doesn’t advance the discussion at all.

      if you “hope she comes through” then yes we can assume you are voting for her and only voting for what she can give you.. If you’re not a democrat then you’re thinking is all wrong. Tha’ts the problem with Dem voters.. they think they can vote cash in their own pockets… i hear it all the time.. “republicans vote against their own self interest”… they are right..we do.. we vote for what is right for all americans, not just special groups like the dems do… Govt is not here to take care of you. . they are here to protect the common good and keep the dam roads driveable.. tha’ts it..

    All of those “solutions” already exist and none of them as laid out will help close wealth gaps. There are policies she could support that will, mostly driven by recent technological developments…….

    Translation: She’ll steal from others who produce and are successful and give it though violence to the envious and resentful.

    Theft is still theft even if the government does it for you. Diversity means chasing down the last White person. Diversity is just White Genocide. Its a crime, not a policy option.
