Black Execs Launch Infrastructure Impact Fund to Erase Broadband Deserts in Rural and Urban Areas


Two former top Black executives at S&P 500 companies aim to spur fresh development and investment in some of the nation’s underserved communities by launching a new infrastructure impact fund.
The fund’s organizers plan to focus on providing broadband access in rural and urban states. They are currently considering opportunities throughout the country’s Southeast and Northeast regions.

Called the Epiphany Community Impact Fund, the fund will be managed by Morris Clark, the former treasurer of Marathon Oil., and Otis Ellis, a former JPMorgan Chase executive. JR Chantengco, managing director of Black Pearl Investments, will be the fund’s capital adviser.

“The recent problems due to COVID-19 and the social unrest highlighting police brutality and racial discrimination has only augmented the deficiencies in urban and rural communities,” Ellis stated from information shared with Black Enterprise.

The newly-formed fund comes as the coronavirus pandemic is increasing the momentum for major broadband legislation, demonstrating the far-flung lack of high-speed internet at homes across America when such investment is crucial, the Wall Street Journal reported.

Revving up access to home broadband has been stalled for years in Congress, the Wall Street Journal reported. But now, with a growing number of Americans staying and working from home due to the pandemic health crisis, the need for home broadband connection services has dramatically changed.

Though big gains have been made in recent years expanding high-speed internet access, more needs to be done. A Federal Communications Commission report shows about 19 million Americans still lack access to broadband service at threshold speeds. And in rural areas some 14.5 million people, or about a fourth of the nation’s population, lack access to the service.

Still, there could be challenges for the new fund. Many Americans have broadband access but not the money to pay for it. And greater use of smartphones has given many people reason not to buy the service, notably where there is good wireless coverage like in urban and suburban areas, reports the Journal.

Leaders of the Epiphany Community Impact Fund, Clark is based in Houston; Chantengco and Ellis are based respectively in New York and New Jersey. The trio are members of the Shreveport Economic Recovery Task Force, a coalition of local and national business leaders focusing on shovel-ready infrastructure projects that can help boost the city’s sagging economy post-COVID-19.

In an interview via email with Black Enterprise, Clark and Ellis talked about the fund.

What type of capital will be utilized to finance the fund?

Primarily private capital, with the potential to source appropriate governmental funding.

How much capital will be raised for the fund and by when?

The amount to be raised is to be determined. We are still working on the best structure of our fund based on advice from our legal counsel. And to reiterate, the size of the fund is dependent upon which structure we decide on. We hope to have the structure of the fund resolved soon.

What type of investors and how many will be targeted to invest in the fund?

We anticipate that we will primarily target institutional investors, including pension funds, foundations, insurance companies, and potentially appropriate governmental funding.

You’ve stated we’re “in the process of forming a fund to address infrastructure shortcomings in underserved communities, including providing broadband access to rural and urban neighborhoods in the United States.” So what type of infrastructure shortcomings are you referring to? 

We are focusing on the full spectrum of infrastructure shortcomings that have resulted from a systemic lack of investment in underserved communities. We are currently considering opportunities in broadband access and reliability, as well as transportation and education infrastructure.

As we approach 2021, there are still urban and rural communities that are effectively ‘broadband deserts’. As a result of the lack of investment by both the governmental and private sectors, there is not sufficient infrastructure in place to provide these communities with consistent access to reliable, full-scale broadband.
With access to adequate capital, these communities will be able to work toward reducing/eliminating the digital divide which will translate to better educational, economic, and entrepreneurial outcomes.

Black Man Says He Was Standing His Ground When He Killed Alleged Racist White Teen


Attorneys say a Georgia man was standing his ground when he fatally shot a 17-year-old girl who was part of a crowd of people trying to run him off the road.

William Marcus Wilson, a 21-year-old black man from Sharpsburg, Georgia, has been charged with felony murder and aggravated assault in the shooting death of Haley Hutcheson, a white teen from Bellville. He was arrested after fatally shooting at a “truckload of belligerent racists” who were attempting to steer him off the road. Wilson’s attorneys say he should be held to the same legal standing as white defendants who utilize the state’s controversial Stand Your Ground laws, his defense attorneys stated, according to NewsOne.


The incident took place on June 14. Hutcheson was inside the truck that was pursuing Wilson and his white girlfriend. The occupants in the vehicle were screaming racial slurs at the two of them. Wilson, who is legally allowed to carry the weapon he used to defend himself, should never have been charged, according to his attorneys defending him.

According to a Change.org petition, “William Marcus Wilson was out with his girlfriend at night in Sharpsburg, GA, when he was and his girlfriend were called racial slurs by a group of other teens. After Wilson and his girlfriend decided to leave, the teens followed, driving behind him and screaming racial slurs while playing music from the movie The Purge. When the other group tried to drive them off the road, William fired off a warning shot, striking Haley Hutchinson, one of the people in the truck trying to run William and his girlfriend off the road.”

“Marc Wilson and the occupant — his girlfriend — were in sheer terror that night,” Francys Johnson, a Georgia-based civil rights attorney, said during the press conference. “They expressed that to law enforcement … We think evidence will show that what Marc confronted was ‘a Black man’s worst nightmare.’”

Johnson had also stated that the Statesboro Police Department mismanaged the case from the very beginning by immediately criminalizing Wilson despite state laws that should afford him his freedom. It is the same law, Stand Your Ground, that delayed the arrest of Ahmaud Arbery‘s killers for more than two months and also the exact law that George Zimmerman used for his defense in killing Trayvon Martin in 2012.

A Black man in Indiana is stating that a group of white men assaulted him and that he “was almost the victim of an attempted lynching” in an incident that was caught on video and posted online, according to CBS News. The Black man, Vauhxx Rush Booker, posted the video of the incident on his Facebook page.

“I don’t want to recount this, but I was almost the victim of an attempted lynching. I don’t want this to have happened to me or anyone. It hurts my soul, and my pride, but there are multiple witnesses and it can’t be hidden or avoided.


“On July 4th evening others and me were victims of what I would describe as a hate crime. I was attacked by five white men (with confederate flags) who literally threatened to lynch me in front of numerous witnesses.”

The City of Bloomington, IN – Office of the Mayor posted a statement on its Facebook page regarding the incident.

“On behalf of the City of Bloomington, we would like to express outrage and grief relating to two apparent racially motivated incidents reported in our community over the July 4 weekend. A group of individuals physically assaulted and denounced and threatened with racial epithets one Black resident of Bloomington on nearby Indiana state park land at Lake Monroe. And a sheriff’s deputy from a neighboring county questioned and detained another Black Bloomington resident walking down the Bloomington street where they live in an apparent example of racial profiling.

“These separate incidents exemplify the persistence of racism and bias in our country and our own community. They deserve nothing less than our collective condemnation. They require that we come together as a whole, and recognize that racism damages all of us, not just our residents of color. We deserve better, and we must make it happen. Videos of the events remind us of the importance of witnesses and witnessing.

“Each of us must do our part to assure justice for those harmed in this weekend’s incidents, and do everything we can to forge inclusion and equity in Bloomington, and beyond.”

State Sen. Mark Stoops, a Bloomington Democrat, said he was “horrified by the racist attack” and has called on Republican Gov. Eric Holcomb to take action by suspending and investigating the Department of Natural Resources officers who responded to the scene and didn’t make any arrests.

“This is not just an issue of violence,” Stoops said in a statement Monday, “this is clearly a hate crime and must be treated as such.”

Atlanta Mayor Keisha Lance Bottoms Tested Positive For Coronavirus


Atlanta Mayor and potential vice presidential candidate Keisha Lance Bottoms said Monday she tested positive for the coronavirus.

The Atlanta mayor revealed her diagnosis to CNN‘s Chris Cuomo, saying she and her husband decided to get tested after they were sleeping more than normal late last week.

“COVID-19 has literally hit home. I have had NO symptoms and have tested positive,” the mayor said on Twitter. “I’m still in a state of shock because I don’t have any idea how we were exposed. I’m stunned.”

Lance Bottoms added she initially thought she and her husband’s symptoms of a mild headache and dry cough, were due to allergies. Cuomo asked Lance Bottoms if she had a fever, she said she had a temperature of 99 degrees and feverish hallucinating dreams.

In addition to her husband, one of Lance Bottoms’ four children also has the coronavirus. The Atlanta mayor admitted all four of her children have asthma, a pre-existing condition that may worsen coronavirus symptoms.

The mayor, who has practiced social distancing, said her diagnosis shows how contagious the virus is.

“This is scary. We’ve done all the things that we thought we should do, and for us to still test positive, I think, really speaks to how easily this virus is spread and obviously none of us are immune from it,” Lance Bottoms told Cuomo.

Lance Bottoms is a potential candidate to be Joe Biden’s vice president along with Sens. Kamala Harris (D-CA), Elizabeth Warren (D-MA), and Rep. Val Demings of Florida.

When asked if she was ready for the post, the Atlanta mayor said she is committed to being the mayor of Atlanta.

“I’m a mayor but I’m also a mom and a wife, so I’ve got to wrap my brain around what exactly this means and how do I keep all of my kids, the rest of my kids, safe,” Lance Bottoms said.

A Republican senator who criticized former President Barack Obama‘s handling of the Ebola virus insists that President Trump is “stepping forward” with the way he is handling the coronavirus according to The Daily Beast.

In an interview that was broadcast on CNN, Dana Bash posed a question to Iowa Senator Joni Ernst over her then-criticism of former President Obama back in 2014 when there was an Ebola outbreak, in which she stated that Obama expressed failed leadership based on a total of 2 deaths in 2014. She initially sidesteps Bash’s question about Trump’s leadership during the current handling of the coronavirus crisis.


“Cases in your home state of Iowa have steadily risen for the last two weeks,” Bash said. “You criticized President Obama in 2014 for his handling of the Ebola outbreak, saying that he showed ‘failed leadership.’ Only two people in the U.S. died from Ebola. Right now there are almost 130,000 Americans dead from coronavirus. So if President Obama showed failed leadership then, do you think President Trump is showing failed leadership now?”

The senator danced and swerved away from the simple question asked of her from the CNN host. She decided to state that everyone has “responsibility in stopping the spread” and even mentioned that there has been “one additional death” in Iowa in the past 24 hours.

To which Bash replies, “So given the fact that one person died there, that’s only half the number that died during Ebola, which you said was failed leadership,” She then proceeds to ask Ernst directly, “Is the president right now exhibiting failed leadership?”

Ernst’s response?

“No, I think that the president is stepping forward and we have Vice President Mike Pence that is spearheading the task force efforts on the coronavirus,” Ernst insisted. “And so understanding where this came from, how it developed, of course, the push back that we got from the Democrats when the president did try to shut down travel from some of those hot spots, it was an extremely difficult environment to operate.”

There are vandals loose in California and the police are searching for them! Police in California are looking for a white man and woman who vandalized a newly painted Black Lives Matter mural over the Fourth of July weekend according to USA Today.

The Martinez Police Department released a statement regarding the crime of the individuals:

“On July 4th, community members obtained a permit from the City to paint Black Lives Matter on Court Street in downtown Martinez. Once the mural was completed, an unidentified white male and white female arrived. While the male made comments to a group of onlookers his companion began painting over the mural with black paint. At one point she made a statement that this was not, “…happening in my town.” She also asked the male to get her another can of paint to continue with the act of vandalism. It appeared that the couple came to the mural with cans of paint and a roller with the specific purpose of vandalizing over the mural. The community spent a considerable amount of time painting this mural only to have the suspects destroy it by dumping and rolling paint over part of the message.”


The police department also released footage of the incident.

As the white woman is defacing the BLM mural, the white man could be seen and heard saying, “There is no oppression, there is no racism,” the man said. “It’s a leftist lie. It’s a lie from the media, the liberal left.”

The Martinez Police Department also stated, “The community spent a considerable amount of time putting the mural together only to have it painted over in a hateful and senseless manner. The City of Martinez values tolerance and the damage to the mural was divisive and hurtful. Please help us identify those that are responsible for this crime, so they can be held accountable for their actions”

After being reported for taking tasteless photographs at the site of a memorial set up for a young man who was placed in a fatal chokehold by Colorado police, three police officers were fired for the offending act according to NBC News.

The three Aurora, Colorado, police officers were initially placed on paid leave after taking photos where Elijah McClain was choked by police last week. After review, the police officers were then dismissed late last week according to the interim chief.


The three officers have been identified by interim Chief Vanessa Wilson of the Aurora Police Department as Jason Rosenblatt, Erica Marrero, and Kyle Dittrich. Another officer involved in the photo-taking incident, Jaron Jones, had already resigned.

Wilson held a press conference recently where she revealed the photos to the public. “They reenacted the carotid control hold, which was what was administered on Elijah,” Wilson said.

“It is a crime against humanity and decency,” Wilson said according to CBS News, also stating that the photos show “a lack of morals, values, and integrity.”

Former police officer Dittrich, according to a police report, said the photo was intended to “cheer everybody up.”

“l thought it would be, it would cheer everybody up, if we took a selfie, um, we had uh Officer Jaron Jones who just came back to team 30 after he was on a suspension, um, and I just wanted to show Officer Woodyard that we were together, um, in solidarity thinking of him,” Dittrich said, according to the report. “So, I thought it would be funny if we took a photo there, and uh the three of us took a photo at the scene. It was just a quick, you know one photo, urn, we had Officer Jaron Jones put his arm around my head kind of in a half buddy-buddy but also sort of as homage to the carotid control hold.”

“l realized afterwards that this was in incredibly — to say it was incredibly poor taste is an understatement,” he stated.

An election commissioner in Mississippi has made the news last week amid a report stating that she was having concerns because “The blacks are having lots (of) events for voter registration,” according to The Clarion-Ledger.


Jason McCarty, who, according to his Facebook page, is a Public Health Care Advocate, had posted a screenshot of a message that revealed a quote by Jones County’s Gail Harrison Welch, who is the election commissioner. “I’m concerned about voter registration in Mississippi,” Welch wrote on Facebook. “The blacks are having lots [of] events for voter registration. People in Mississippi have to get involved, too.”

“It’s those kinds of things that people say until somebody brings it to their attention and then it’s not what they said or it’s not what they meant,” said Sen. Juan Barnett, whose district includes part of Jones County.
“I don’t know if she is racist or not. But it’s the just undertone and stuff of what people say that gives the illusion that that’s what you are, based on what was said.”

Welch, who has been in the position of Beat 1 commissioner for 20 years, said that her comment, although appearing racist, wasn’t her intent.

“We’ve always in the past had whites really participating in registering to vote. So many people don’t seem to be concerned about (voting).”

She also stated that she thought she was conducting a private message. “This was an error on my part,” she stated.

“I was just trying to strike a match under people and get them to vote — to get everybody to vote,” she said. “This was not intended to be anything.”

Barnett had stated now the integrity of the Jones County election commission has been put into question because of Welch’s comments.

“With people saying that kind of stuff, it makes them question, if this person is over the election, are they really going to run this?” Barnett said. “Are they really going to do what they say they’re going to do? It puts that office that you’re holding … now there’s some credibility issues with that office. Not necessarily with you, but in that office.”

Welch admits she could have worded her comment better.

“A lot of my friends have jumped to my defense, which I really appreciate,” she said. “I don’t like this kind of stuff. I don’t mean anything by it.

“I have worked hard to make sure everybody is registered to vote — Black or white, everybody — that’s just how I am.”

A man claiming to be a cop, “peace officer, fitness trainer” posted a video on Tik Tok under the name @darksonofkrypton calling out the George Floyd protesters and challenging them to a fight.

“So I just watched another video of some clown with a camera running his mouth to an officer, I think it was in New York, and calling him a b**** and a punk and ‘take that badge and gun off and let’s fight,’” DarkSonOfKrypton said.

He continued, “A lot of you think we hide behind our badges and our guns…so how about we come up with a system…put your camera down and I’ll put down my badge and gun and let’s step into the ring.”

But when viewers asked for his location, DarkSonofKrypton changed his tone. He posted another video and stated, “I did not come out and challenge anybody. I definitely did not challenge Black people. I did not challenge Black Lives Matter. I did not challenge Antifa.”


Twitter exploded with responses. Some were pro DarkSonofKrypton, who has 161,900 followers on Tik Tok. Live Free @LiveFre72514184 tweeted, “Awesome. Let’s see how many of these tough guys want to step up to this challenge!”
